Vladimir Zubairov from Nikel has been trying for two years to restore the tumbled monument to the heroic submariners of the Northern Fleet in a border settlement beyond the Arctic Circle. In the autumn of 2020, an eight-meter column which stood on a hill near the Barents Sea was found on the ground, but for some time it has turned out to be almost impossible to get close to the monument.
